About the project

The Feltham Re-signalling area covers over 500 life-expired assets on a key commuter route into London. This route has seen a dramatic increase in use over recent years, with over 1.2 million annual journeys now, compared to only 700K ten years ago. The Feltham area signalling dated from 1974 and, as such, had become outdated. Re-signalling had already been deferred, and the asset condition was such that further deferment was not an option.

Enable Design (formerly known as Equate Design) was contracted to support the design of the full civil engineering scope of works for the Feltham Re-signalling Project Phases 1, 2 and 5. This multi-disciplinary project covers over 60 track miles in total.

The Objective
The civils scope relating to the works forms part of a series of projects for the Feltham re-signalling programme. As part of this, Enable Design has had to support the introduction of a new signalling system across South-West London, covering level-crossings, depots, and station & trackside civils works. Over 350 separate civils assets will need to be constructed and completed inline with the overall programme, so that signalling upgrades can proceed and resultant benefits to passengers can be realised.

The sheer geographic spread of the project, the number and variety of assets, and the limited access to the railway have resulted in a logistical challenge for programme, resource and management across the project.

The solution

Enable Design has deployed a multi-disciplinary workforce, including rail, civil and structural design expertise, along with in-house project management who have previously delivered time-pressurised re-signalling schemes. This experienced team hasprovided an effective and efficient delivery solution, enabling us to complete all works so far to the client’s requirements. Our tight hold on the programme and highly collaborative relationship with Network Rail have enabled us to deliver ahead of programme, providing benefits to all parties. Furthermore, our detailed understanding of the possession planning process has enabled us to develop a highly efficient track access strategy that ensures minimal disruption to the operational railway and travelling public.

  • As well as providing Engineering and Project Management services, Enable Design also produced a range of surveys and designs across the project covering the following assets:
  • Under Track Crossings (UTXs)
  • Under Road Crossings (URXs)
  • Piled foundations and concrete pad foundations for equipment housings
  • Piled foundations and concrete pad foundations for signals and lineside equipment
  • Signal posts & gantries
  • Lineside cable routes, including ducted routes through platforms
  • Ballast boarding and earth-retaining walls
  • Laydown areas and walkways
  • Temporary works designs
  • Setting out and post-installation track monitoring

Outputs & Benefits

Programme: To ensure we delivered to programme, we broke the project down into assets sets, enabling us to concentrate on delivering manageable scopes of work.

Collaboration: Enable Design work in close collaboration with both Network Rail and other key parties to ensure a successful output for passengers who use the route.
